The Consolidated Rent-A-Car facility, which goes by the acronym ConRAC, is being built to relocate more than 20 existing rental car locations into one 5.3-million-square-foot hub adjacent to the 405 Freeway.

The facility will feature 6,600 ready/return spaces, 10,000 idle vehicle storage spaces, 1,100 rental car employee spaces and Quick Turn Around facilities that facilitate car waiting, fueling and light maintenance.

With the completion of the facility, rental car shuttles will no longer access the LAX Central Terminal Area, and customers will instead ride the planned Automated People Mover train to get to their rental car company. With the removal of rental car shuttles, officials said LAX will see a reduction in vehicle traffic and a shorter wait time for passengers.

The Los Angeles International Airport Consolidated Rent-A-Car (LAX ConRAC) facility is one of the major components of the airport's US$5.5 billion Landside Access Modernization Program, along with the LAX Automated People Mover (APM).[1] The $1 billion facility will consolidate rental car operations currently spread across the Westchester neighborhood of Los Angeles. Before the construction of the ConRAC, these rental car companies operated 3,200 daily shuttle trips around the Central Terminal Area and on streets around LAX.[2]

A ceremonial groundbreaking was held on September 12, 2019.[5] The 6,400,000 sq ft (590,000 m2) facility will be the largest rental car facility in the world when it opens.[4] The facility was topped out July 12, 2021.[6][7] The project used a total of 233,000 cubic yards (178,000 m3) of concrete, which at the time made it the second-largest concrete building in the United States, behind the Pentagon.[8][9] The ConRAC facility has been designed to achieve a LEED Silver rating with sustainable elements including native drought-tolerant landscaping, reclaimed water usage and a solar farm generating approximately 8,400 megawatt hours annually.[10]

In 2018, LAWA signed 20-year base leases with rental car companies to use the ConRAC.[3] The ready/return building was handed over to tenants on June 6, 2022.[9] Contractors for the car rental companies will construct their rental counters, waiting areas, office spaces and entry/exit booths.[3]

The facility will host five rental car companies representing 13 brands, including Avis Budget Group (which operates Avis Car Rental, Budget Rent a Car, Payless Car Rental and Zipcar), Enterprise Holdings (which operates Enterprise Rent-A-Car, Alamo Rent a Car and National Car Rental), Europcar (which operates Europcar and Fox Rent A Car), The Hertz Corporation (which operates Hertz Rent A Car, Dollar Rent A Car and Thrifty Car Rental), and Sixt.[9] Smaller rental car companies who choose not to relocate will pick up their customers curbside on the west side of the ConRAC facility.[10]

You know when you walk into a rental location with a reservation and you hand over your license and credit card, and the agent seems to tap endlessly into the computer, even though they have your information already? There was none of that here.

I took full advantage of the unlimited daily mileage; my I traveled a total of 280 total miles. On Sunday, I blew past the 4pm return time. At 5pm I received an automated text from Lyft saying that if I needed more time on the rental that I should update the reservation in the app. The message said doing so may adjust my rental charges.

I decided to take advantage of another Lyft rental perk, the ability to return the car without a full tank of gas. Lyft charges the renter a market rate to fill the tank. When I left the lot on Saturday, a sign listed the rate as $3.80 a gallon, which a bit high, but fair around LAX.

The gas fill-up at market rate is another great customer perk, though as the service gets busier Lyft may rethink the model when they realize how inefficient and costly it is to have lot employees constantly rotate cars offsite to fuel.

Incumbent car rental is an asset-heavy business, which seems antithetical to the asset-light model of the platforms operated by Transportation Network Companies (TNCs). Uber famously lost $9,000 per car through mismanagement of Xchange Leasing program to drivers.
